I believe what he wants to do, whether he wants us to think he passed the policy or it has always been there is enforce it. There was a time when no one came to America without a sponsor and they had to be able to support themselves or their sponsor had to be willing to help. This should still be the plan with no exceptions. You want to be part of our country you start by supporting yourself and not by expecting a penny from our government. Remember these people are not citizens so why should they be eligible for any assistants.

so a new law isn't needed...but we certainly need to ENFORCE the old law...California and other states have been VIOLATING the federal law that Clinton signed

The law is enforced. You want no exceptions? Because if another Hurricane Katrina happens, you don't want immigrants to receive disaster relief? Or if there is a program to vaccinate people against, say Zika, you don't want immigrants to receive those vaccinations? Those are the kinds of exceptions that are in the existing law.

And once again, the right is for states' rights except when they are opposed to states' rights.
