Give Marco Rubio this: His mathematics are sound. The U.S. population is about 321 million people, which means the 23 million human beings set to lose access to basic health insurance under the GOP's Obamacare repeal plan are, indeed, only about 7 percent of all Americans.
So — in terms of pure numbers — Rubio was right on when he defended the Republican plan by noting that just "a small percentage of the overall population" would be affected by his party's mad rush to dismantle Obama's health-care plan
How many lost there insurance under Obamacare? Oh, yes ...they could sign up for the worthless "insurance" under the ACA. But they LOST their insurance. They were forced into something they didn't want, and it turned out, they couldn't afford it.

Either way....the US GOV would fund it for the first few years, then it was up to the states...not a blunder, but a smart move....when the US GOV stopped funding it....who paid?

Everyone is going to get sick and everyone is at risk for catastrophic injury or illness. ACA did end up spreading the costs around, albeit more so than intended. That's what happens when the GOP purposely doesn't fund high risk pools as the legislation intended.
Just remember, the GOP had an opportunity to make the ACA better, but they sabotaged it. Just remember, this is the best thing the GOP could come up with after 7 years of whining.

ACA asked states to go along with the legislation in order to make it work properly, and the GOP went out of their way to not implement ACA and were part of the cause of the more severe premium hikes.
With this new bill, it's the opposite to where we are going to the healthcare system we had before that didn't ask states to do much. We know how that works already since we've had it for decades and saw that sickness and age are ballooning costs. Meanwhile, we still got a medicare system that is going to require tax increases to fulfill. So no, I'm not willing to give Trump that long since we don't have time after 7 years of wasted time and no real solutions to be seen from either side.
The GOP had 7 years to prepare for this time and they never had anything past whining about the ACA.
