It takes a lot more than a total of 6 years to build a refinery - not to mention the Billions and Billions of dollars involved before they even break ground. We've spent over 8 years attempting to get Pipelines built. Almost worse is if they close a refinery (which is why in almost never happens) - they become instant SuperFund sites and the price goes to 10 Billion or so just to shut it down - they have a designation for "closed" Refineries to avoid the Superfund - it's called "Idle". I'm sure you don't mean "move it" like a refinery was made of Legos that could just be taken apart, put in a box and trucked inland.

This is a current list of Oil Refineries in the USA - US Energy Information Administration - EIA.gove

Note the "newest" .... most of them in the 1970's-80's. We have somewhere in the range of about 135-139 oil refineries in the USA - current data shows 30 of them in Texas (again EIA data) - but it's worth noting that the Texas refineries (and Louisiana refineries) produce the largest amount of refined product. Some refineries in other areas have a very small output. EIA shows their Data by Region called PADD (Petroleum Administration Districts) - PADD 1 (East Coast/Appalachtian), PADD 2 (Mid-West), PADD 3 (Texas, Louisiana), PADD 4 (Rocky Mountain, PADD 5 (West Coast & Alaska)

PADD 3 - Gulf Coast in close to HALF of all the refining in the USA ...... access to Ocean going vessels, Off shore rigs & proximity to product are the 3 reasons for that. It's Economics 101 to build the refinery where the product and access to the product exists. That won't change.

The first 2 issues to have a refinery both Inland & on Higher Ground would be what we have experienced for years in the Continental US - Battles over Pipelines - that crude oil has to get to the Refinery in some manner - 3 ways it moves.

1) By Tanker - Ocean
2) By Pipeline - Ocean & Land
3) By Train - Land

So far - we are not moving Crude Oil (and the distilled product) by Airplane or Telaporting it.
NIMBY plays a huge part in where a Refinery is built ..... part of why there are so few.

The media had to stay on top of him for months when he pledged money to the vets from that fundraiser he had in lieu of attending a GOP debate. Hopefully this time he coughs up the money quickly so he doesn't have to be publically shamed again. They need it now.
