OK, it appears the immigrant has to teach you about division of powers. The president can't use the military willy-nilly. Congress holds the funds and can deny or approve military expenditures. This is known as the power of the purse and has been central to Western government since the time of Charles II or thereabouts.
This is so ridiculous. It is not even about a wall. It is a dog whistle. The wall that the base so dearly wants will not be built. Trump has conveniently ignored the legal issues (as he always does) involved. Think his new attorney from Fox, diGenova (or Johnny Five-Pants as Bill Maher calls him), or any of Trump's lawyers, will be able to deal with the coming legal fights? Probably not.
That's why Trump is not worried about funding it--isn't going to happen. Even if he destroys the environment, as he has promised to do, he cannot just steal people's land.
Good idea. But realistically, Trump is going to use that money to fund the wars he and Bolton will initiate.
Bolton has been waiting years and years to get promoted from Fox News to the WH. He is not going to miss this opportunity to put his warmongering belief system into action, and Trump will go along.

Spending in the Omnibus is set out by Congress. President cannot reallocate between funds. No wall, baby, no wall. He conned his supporters for their vote. I don't understand why they don't see the con now that he signed the Omnibus. Blind? Stupid? Embarrassed?? No where else to go??
