I'm not sure what planet you live on, but it is likely to have the opposite effect, since liberals from those higher tax states will move to the lower tax states, thus making the latter more blue. In fact, it's already started happening in Nevada, Arizona and probably North Carolina as people move away from high-tax California and New York.
Yeah....great theory.
Except for one thing........
The people (like me), who move from high tax Blue States to low tax Red States, tend to be more conservative citizens who were fed up with the Blue States they moved out of.

In 50 years perhaps, but in the interim, they will not change the political red pluralities of these states, just add electoral votes to Team Red.

And take them away from the Blue.
Meanwhile, the Blue states will steadfastly deny reality that their high taxes are what's driving people and businesses away, and will continue to raise taxes even more to try to make up for the decreased revenue from their shrinking tax base.

10,000 baby boomers turn 65 every single day. Many of them are retiring, and many of those retirees are moving south. Not 50 years from now, but today, tomorrow, next week, next month. In other words, it's happening right now.
If you think they magically become conservative the moment they cross the Mason-Dixon line you are simply whistling past the graveyard. Nope, those northerners are bringing their liberal/progressive beliefs with them, and they will vote accordingly.
The bluing of the South has begun. We're already seeing indications of it. You pretending it isn't happening doesn't change a thing.
One of the authors of the article was Arthur Laffer, one of the economists from Reaganomics.
Very short article and seems like he is just throwing numbers around.
It's Trump messaging, nothing more. They are trying to change the messaging that Republicans voted against their own constituents in blue states and should therefore be voted out of office. Blue state voters know better, which is why many Republicans in blue states are already announcing their own retirement. Democrats need to flip 24 Republicans to take the House and California alone has 14, New York has 9 and New Jersey has 5.

First off, your assumption that everyone from the "North" that moves South is a liberal is incorrect. I work with these people everyday. Most of my clients are from NY, NJ, PA, MA and lately I've had quite a few from good old California. The vast majority of these people were/are fed up with high state taxes, high property taxes. Despite the large influx, NC voted for Trump and Republicans have a super majority in the state legislature (after nearly 160 years of Democrat rule).
The people in high SALT states ought to be asking themselves if they are getting their money's worth.
