This is how it should be. There's no need to punish blue states who already disagree with Trump, focus should be tariffs on Trump supporting red states.

I don't believe that these countries are deliberately targeting red states at all. They are targeting what they spend a lot on but can buy from elsewhere, commodities traded worldwide and produced worldwide (raw materials and agricultural products), blue states produce internationally traded commodities in abundance as well.
That many Trump red states are part of primarily commodity producing regions is just an unfortunate irony.
