Except, its not really about 'committing' a crime, its a tactic to control certain minorities. Ever noticed there is NEVER any lull in the drug supply? every city and state seems to be fully supplied at all times, enough so that many have major epidemics going on...something fishy about that....either our border patrol is ridiculously ineffective or there is collusion to some degree.

We lead the world in incarceration rate far and away so your fears are unfounded. A bipartisan committee was at the heart of addressing incarceration of people on minor drug charges over the years. Placing nonviolent offenders in jail for a few ounces of marijuana has destroyed lives and created long lasting national social problems.
Racism is the least of the problems with the justice system.
Focusing on racism ignores the bigger problem in which racism is a part.
the whole system needs to be revamped. Along with the prison system.
POCA is following in the honored tradition of democrats and new socialists pandering for votes while sacrificing the people they pretend to help. Dems never, ever solve problems. They nurture and maintain problems for future use when suitable to support their political agenda. People are used as sacrificial lambs, much like Iranian backed hamas uses Palestinian people to forward the iranian agenda.
As a criminal hater I can say that racism does not influence my views whatsoever. I want to see all criminals, including white criminals, punished to the fullest extent and not given parole or probation.

I wouldn't mind letting out the marijuana users if we could crack down on the hard drug users and sellers. The President of the Philippines should be our inspiration on how to handle the druggies.
