Anyone involved in commission of a felony like that in the US is just as guilty as anyone else--
The person wielding the torture implements, the person who created the plan, the person who paid for it, the person who cleaned up the remains and keep silent...
All equally guilty until someone cuts a deal with the prosecution
Since that prosecution isn't likely to happen in either Saudi Arabia--the country of origination of conspiracy- or in Turkey--the country where crime occurred...
I guess it could go to the World Court where the war crimes tribunal sits...maybe this could be considered a crime against humanity...
