What is the difference between "flip flopping" and "changing your mind based upon new information" or just plain ole "I changed my mind"?

New statement about he case
After my heavily negotiated trip to Saudi Arabia last year, the Kingdom agreed to spend and invest $450 billion in the United States. This is a record amount of money.

Our intelligence agencies continue to assess all information, but it could very well be that the Crown Prince had knowledge of this tragic event – maybe he did and maybe he didn’t!

That being said, we may never know all of the facts surrounding the murder of Mr. Jamal Khashoggi. In any case, our relationship is with the Kingdom of Saudi Arabia.

There's a BIG difference when the 'new' information is even more incriminating than the initial reports. Then again I suppose Trump supporters will have NO problem with their little snowflake once again throwing his own intelligence community under the bus as he did in Helsinki while kissing the butts of the murderous leaders of other countries. It's hardly surprising that one of the most radical, western hating Muslim nations didn't make Trump's laughable list of Muslim countries he seeks to ban immigration from.

You don't threaten sever punishment if someone had something to do with something very serious then change your mind. People go to jail for threatening someone and you think they can stand in a court of law and say to a judge they changed their mind and that wipes away all charges? This President is chicken schitt.
