What Northam described is infanticide.
He's talking about babies who are born and will die because they have conditions that are incompatible with life.
So, he means that if the parents know their child is going to die fairly soon, they can choose to keep the child alive by artificial means... or not.
It was not the most eloquent thing I ever heard, but it's not infanticide any more than deciding to pull the plug on your braindead grandpa after his coma is murder.
