Muddy the waters is what Mueller did. He investigated Trump for obstruction and refused to indict and then wrote a report playing double agent and punted the ball to his bosses.
Mueller is too by the book. He, probably wrongly, assumed those above him would accurately represent his report.
I certainly would have liked to see him take a firmer stand on things - but that's not how he operates.

He didn’t go by the book. A prosecutor indicts or they don’t. I never heard a prosecutor in my life say he couldn’t find a crime and in the same sentence he couldn’t exonerate either and punt the ball to his superiors and then blame his superiors for reaching a conclusion he made.
That’s not how he operates? Then he shouldn’t have taken job. He was hired to investigate Russian collusion in the 2016 election and any other crimes. His job is to investigate alleged crimes and decide if there is enough evidence to indict or not. If he can’t do that why waste the DOJ’s time and resources?

Common sense is NOT getting used to the new normal of if the president does it it's NOT illegal. When the president has to surround himself with yes men only there to protect HIM then he is hiding more than we know.
