That's not why he didn't bring obstruction charges. The quotes in the below article are all from the Mueller Report.

Regarding collusion/conspiracy. There was no clear contract or agreement. So it would not have been reasonable to charge. Regarding the Trump Tower meeting with Trump Jr, basically he said the guy was ignorant of the law, which negligence is an acceptable defense in this type of case.

At this stage I don't give two sh*** what he says. He's the only person in the room right now that has a shred of credibility and he threw Barr under the bus today with his letter, which says something ain't right. Watching CNN, I have to laugh at all the pearl clutching going on. They are saying that Barr is setting a precedent of politicizing the office of attorney general.

Setting a precedent?

....Are they serious?

Do they expect us to forget just 3 years ago?

Don Lemon says it with such righteous indignation too. I guess some of CNN’s viewers fall for that stuff.
