Not only that but percentage wise to their population numbers blacks are the largest dependent class aka welfare recipients, etc. Illegal aliens who have given birth on our soil also gain gain a lot of welfare benefit through them. These are mostly all Democrats not Republicans.

In fact, whites are the biggest beneficiaries when it comes to government safety-net programs like the Temporary Assistance for Needy Families, commonly referred to as welfare.
White people without a college degree ages 18 to 64 are the largest class of adults lifted out of poverty by such programs, according to the Center on Budget and Policy Priorities. The think tank’s 2017 report stated that 6.2 million working-age whites were lifted above the poverty line in 2014 compared to 2.8 million blacks and 2.4 million Hispanics.

I think of several things when I see trends such as this one playing in out in the world economies. I can think of a few offhand ~ offer more paid maternity leave. More paid sick leave. Find a way to reduce the price of college (educated parents worry about the cost of college for more than 1-2 children); reduce the cost of child care . . . are just a few I can think of offhand...........................
Make it easier.
Those things have never worked anywhere in the world. Europe is a good example. Spain offers 112 days of paid leave after the birth of a child; UK, 280 days @ 90% pay; France, 112 days, Italy, 140 days; even Russia, with 140 days at 100% pay has a fertility rate of 1.61.
Check each one of those countries - they all have extremely low fertility rates.
The verdict is in; there is no way to 'entice' working families to have more children. Singapore, with its enormously high standard of living and education level is at the absolute bottom in fertility rate - 0.86 children per woman.
We can nibble at the edges of the problem all we like but the fact is, as women become more affluent and more educated they elect to have fewer children. Politicians are always astounded when they find out their 'well thought out plans' to adjust human behavior is wasted, and in teh case of China, they have destroyed their country. Google up China Demographic Time Bomb and read some of the articles. China is doomed. And they know it.
We need educated immigrants from poor countries. The educated immigrants from rich countries often come from very privileged backgrounds ie family is related to king or some nonsense, and act like they own everything everywhere they go. Eastern Europe, Egypt, Indonesia, Phillippines, Central America should be placed high in a country lottery immigration system.
So...we should poach the best and brightest from the third world countries? Ummm...no. These people are needed in their own countries if their countries want to elevate themselves up from third world status.

In fact, their parents encourage them to quit school and go to work. As for the girls, once they hit their teens, they are encouraged to get pregnant. After all, they have to keep milking that cash cow and keep those freebies coming.

Because of immigration. First world countries need to have every woman have 2.1 children to have zero population growth. We're coming in at 1.88. If we had zero immigration, our population would be shrinking. Countries like Germany, Japan, South Korea, Italy, etc are already there. The median age of a Japanese person in 1965 was 23.6 years old; now it is 46.7. They had 300,000 more deaths than births last year and with only 50,000 migrants coming in, they are in serious population trouble.
And, what's wrong with that?
Do you think we have unlimited potable water and unlimited buildable land? Look at India. They have over 1 billion people and Bangalore doesn't have enough potable water. Is that the future you want to see for the US?
