Trumpies want their beloved leader to do whatever he wants, however he wants, whenever he wants, even if it's in violation of the U.S. Constitution. True. And thank God for Justices Gorsuch and Kavanaugh! Of course, Congress can always refuse to confirm said nominees. The president can always name a recess appointment but Congress ultimately decides when it's in recess. Of course, given the competing factions and different ideologies in Congress, that body is rarely ever to get things done. So, by default (tho not by structure) the president is the most powerful.
