I watched the presser - Mulvaney said no such thing. Jonathan Karl needs a dictionary to understand the difference between quid pro quo and budget discussions in the Oval Office.

The reason doesn't even matter here, although it is made more repugnant by the fact that it was done for his own political gain. Trump seems to think the Executive branch is above Congress, rather than a co-EQUAL branch with their own set of authorities. Trump thinks he should be able to ignore Congress and do what he wants. It's obvious he has never read the Constitution.
The founding fathers set up three co-equal branches to prevent exactly this from happening; one branch usurping power from the other two. This alone makes this an impeachable offence.
