Look at it from a gang territory standpoint. Gang A eliminates their competition (Gang B), through assault and homicide to take over Gang B's territory, resulting in all the drug abusers etc.. in that territory to come Gang A for product, thereby creating income for Gang A.

What needs to happen is to enable people in poor areas to have a means of defending themselves. Poor, crime-ridden areas tend to be located in areas that also do the very most to disarm potential victims and leave criminals free to prey upon them.

Want to reduce crime?

1) Enable victims to shoot back, and put laws in place to protect them when the do so. Plant some scumbags on a regular basis and things will change. Either criminals will decide crime doesn't pay (not worth the risk) or, hopefully, we run out of criminals.

2) Do away with our pathetic, soft on crime, revolving door justice system. Nationwide 3 strikes laws and long, meaningful prison terms, including property crimes. Mandatory sentences for robbery, burglary, car theft, ect. Far too many crimes are committed by criminals with literally dozens of prior arrests that the system has failed to put away.

People in poor areas deserve the opportunity to live without fear for their lives and without constant theft of their property. This isn't just an issue in liberal cities, criminal justice is a joke in every state in this country.

As a % of total population w/in a race, African Americans commit the most crimes, then Hispanics, then Whites, then Asians.

What is it about the Asian culture that the rest can learn from? Is it education? Stronger family units?

When a gang hacks up little girls, they aren't doing it because they make money severing limbs, they do it to improve their image as a gang no one should oppose.

Around 50 years ago some moms in public housing complained that just because they were poor didn't mean they wanted to live in a crime infested area. So they organized and made a rule if you lived there and nobody in your household was convicted, out you went.
