I have to agree with you in part. First, your chronology above does not change the fact that Trump intended to make the aid contingent on the "favor" he sought from Ukraine's president. However, The House has charged him with Abuse of Power, which is not a crime defined by any statute that I am aware of. The other article is Obstruction of Congress, which likewise is ill-defined.
It is reminiscent of the Clinton impeachment. republicans wanted to impeach him for the Lewinsky affair, but of course no crime was committed. They did catch him in perjury, which is a crime, but ultimately not serious enough to warrant removal. They also accused him of obstruction of justice, which is similar to the obstruction of Congress charge for Trump.
I agree that a resolution of censure would have been a more appropriate action, in both cases.

If it DID, they would have filed articles of impeachment for it. Explain why they did NOT.

It doesn't matter whether the technical components of a crime exist or not. What matters is whether enough Senators feel that Trump has crossed a line that makes it obvious he is too incompetent and corrupt to ignore any longer. A good fraction of the Republicans in the Senate had nothing but contempt for Trump when was running and that is not likely to have gone away. They just keep silent and keep their heads down for political expediency. I suspect Trump would be easily convicted if the Senate voted anonymously. But right now they need cover to justify voting him out and so far I don't think the Dems have it. But new stuff keeps coming up just as it did with Nixon.
This shows why court proceedings don't allow the prosecutor to continue to dredge up "evidence" after the trial has concluded. It would be never-ending, and it would just look like a witch-hunt.

The DC Circuit Court heard an oral argument on House lawmakers attempt to unseal grand jury testimony and documents from the Mueller investigation. The court heard from Mark Freeman, Justice Department Civil Division Appellate Staff Director, and Douglas Letter, U.S. House of Representatives General Counsel.

Letter said there’s no case that comes anywhere close to saying Congress cannot go to court to enforce its investigatory powers for oversight or impeachment.
And Letter had some sarcasm for the argument that Congress should forgo lawsuits and instead use its inherent contempt power to physically arrest those who don’t turn over information to Congress — which hasn’t been used since the 1920s — or its appropriations power.
“The sergeant at arms will arrest Attorney General Barr next time he’s up at Congress, I’ve run into him in the halls there, so next time he’s there we’ll just arrest him,” Letter said. “And we can we can go about it that way, or we can shut down the government. There’s a great way for Congress to get information, we’ll shut down the entire government for a couple of months. We saw what a disaster that was.”
