It can be considered when possible, and while it might not make sense when the suspect is armed with a gun, as is often the case in US, it is often possible when the suspect is armed with a knife.

Only in the movies and TV does a hand gun have the accuracy to hit someone between the eyes, every shot, from 50+ feet away.
A handgun is typically only accurate to about 6 inches at 20 feet for a person of nominal skill which includes almost everyone except the exceptional few.
Repeated shots have to be re-aimed after compensating for recoil. Again, the average person, with practice will typically get off, maybe, one shot a second if they practice regularly.
All that taken into consideration, center mass, the biggest part of the body, is taught in every handgun self defense class.
The object is to stop the threat as quickly as possible when your life is on the line. Anything less than a double tap to the chest is pretty much unacceptable.

Officers are trained to his the torso, as it's the largest target available in such circumstances.
In terms of terrorists who may be wearing suicide vests, a Critical shot to the head is permitted in order to take out the central nervous system and to stop any dentonation of an explosive device.
In terms of weapons other than firearms, de-esculation is encouuraged along with the use of non lethal weapons rather than firearms. This meets the criteria of Article 2 'The Right to Lide' of the European Covention on Human Rights.

Beanbag rounds don't ricochet like bullets. And they're fired from shotguns used just for that purpose, not cop's service weapons (handguns). These cops showed heart and courage but should have been better equipped. But I put that on the local PD and community. They want safe streets? Give the cops the tools they need.
There is a less lethal system that utilizes a service pistol.
I don't recall the name of it but it's a plastic cover that slips over the barrel and when fired, the actual bullet rides behind the larger, blunt tip of the cover, propelling it.
If you aren't willing or capable of firing center mass into a threat, you have no business wielding a firearm.
As a child I was taught that one never points a gun at another person unless your intent is to kill them.
