Keep in mind that much of the country has extremely limited testing capability even now. Health care providers in my state were told to stop testing because there were no supplies and that it would not change the course of care anyway.
You're right that one can't easily separate out the testing rate from the positive case rate (at least most of us can't)... plus like I said, it's a dynamic situation, and if we just went back to normal, I'd expect that curve to flip back concave again, accelerating. But with those caveats, I'll take it as some positive news. We can use it!

All of this isn't to stop the virus, it's to slow the spread of the virus. Most people are going to get it. The question is when, and if medical care is needed, whether or not it will be available.
The real concern is the available resources to treat the critically ill.
And we see we have a real problem with that. I don't care who is responsible, it is clear as a country we are a hot mess in that regard.
We are pulling it together but this does highlight the need for better pandemic planning.
Every country has a problem with that. We were told over and over to self isolate.
Didn't listen so more mandates were put in place and still didn't listen.
