An intown area of 10% to 20% of the city where property values are high and the affluent, educated white elite live within walking distance to upscale shopping and entertainment. This enclave is all the really matters. It is a "safe space" and a groupthink bubble, a perch from which to look down on the flyover country deplorables.
City govt. officials who parrot the DNC daily talking points.
A bloated and highly paid city workforce which include plentiful do-nothing jobs for left wing activists.
A large population of unemployed/unemployable people to service as a customer base for city "services".

For the same reason red states get back more in federal assistance then they pay in fed taxes. It's complicated (poverty, mismanagement, stupidity). One thing is for sure, every state should receive exactly what they put into the system. No more, no less. And the excess funds the blue states could get back should go to help their people. Why in the world does Illinois of all states over pay on fed income taxes. They need their money. They have their own problems. Same with CA.
You have to look at who's actually getting those freebie Fed Gov public assistance benefits. There is no area (city, county, or state) that votes 100% R or D. So take a look at which political demographic is sucking up Fed Gov resources the most.
Democrats outnumber Republicans by more than 2 to 1 in public assistance program enrollment.

Food Stamps: 67%
Welfare or public assistance: 63%

The answer to the following question would be extremely helpful: Why are those who self-identify as Democrats so much less likely to be able to support themselves and their dependents?
Are they inept, don't care, or are the democrat politicians benefitting too much by all the carnage and destruction to make any changes? (they are benefitting by keeping their office & income to keep it as is).
Is the reason the same in every city, or does it vary city to city?
I think in Chicago, they just don't care. They seem content letting the gangbangers kill each other off. That could work if we shut down the Mexican border, but there are more Mexican cartel gangsters moving to Chicago each day than there are gangbangers getting murdered.
Maybe we need to bring back Eric Holder and his Fast and Furious free guns program, and hand them to everyone standing on the street corners in South Chicago. Maybe increasing the murder rate would be better since the Dems wont close down the border, or end sanctuary cities?

These cities, with a large population that votes democrat, who are mostly African American, didn't create those conditions themselves.
That's tantamount to the US dropping nuclear bombs on Hiroshima and Nagasaki and then 50 years later saying, why are they so unhealthy? Don't they take care of themselves?
Bombs were dropped on Tulsa, OK over a thriving black district and now we talk about welfare and public housing.
Redlining and the black tax, we we talk about a lack of home ownership? etc. etc.
Institutions create these conditions and people like you point fingers at those on the receiving end of racism and discrimination. As if these people choose to live this way.
You see laziness, gangbangers, etc. I see denied opportunity and disenfranchisement which produces gangs and a large welfare population.

Easiest answer is don't have property taxes that are much higher than surrounding areas. I get the same or better services in my suburban city than in the nearby central city and pay less tax. I think the extra tax goes to unneeded positions. City I mentioned pays $150k per year for a school spokesperson. Where I live there is no paid position for that.

Look at how they got in that situation. And then get back to us. It is called historical research. You are looking at current conditions while ignoring the laws, processes, and institutions that created those conditions.
