Trump choose to speak to Woodward on the record. Woodward has tapes and is just stating what Trump told him for a book. The quotes that you are reading are from Trump's own mouth, not the opinions of Woodward.
The president gave the ok to shutdown a thriving economy based on horrifically flawed models at the urging of Fauci and Birx in late March. What’s unfolded since has been a slow-moving train wreck that Democrats are exploiting. If anything, Trump took the threat too seriously.

Travel from Europe was not restricted until March 12, 2020. AND again, American citizens, green card holders, etc.....were not restricted and were 'asked' to quarantine. The east coast spread of the virus was from European travel.
You can't prevent Americans from entering the country!!

For example, about 50% of people who died earlier on did so because Democratic governors were throwing Covid infected patients into nursing homes.
