Cops don't shoot to kill, they shoot to stop the threat and to minimize any possible danger to others who may be nearby.
You accomplish that by shooting at center mass.
Trying to shoot someone in the leg only increases the chance of missing, especially when the target is moving and you don't have time to try to aim for a perfect shot.
And even if you're dumb enough to risk all that and you are lucky enough to pull off a leg hit, you can still kill them

I am not looking for your agreement, I am just saying it can be considered in the scenario I already explained (as it is in other countries), and I also explained that a leg shot can be lethal, but chance of survival is much grater than with center mass shots. I said "when possible" (twice) ,and obviously it does not apply if the suspect is carrying a firearm, or if you don't have time to try a leg shot (like if someone is charging at you with a machete).
The de-escalation Joe was referring to was calls that were concerning a mental health crisis. People that are experiencing a complete breakdown with reality. I agree with that.

Cops SHOULD be trained in de-escalation techniques and in use if non-lethal force. Its just plain common sense. A leg-shot can be lethal, but the chance of survival is far greater than a shot in the head or upper body. I said it can be considered when possible . In US it is often not possible because many suspects are armed with a firearm, but if they are armed with a knife or bat, etc, a leg shot could be considered. I remember a recent knife attack in Europe, where the attacker was taken down with a shot in the leg, so obviously cops can be trained in such approach. Knife attacks are more common in UK, but the cops use lethal force only if there is a hostage involved. Only 1 knife-man had been killed by UK police in past 12 years, it is was a hostage situation.

Any round I fire MUST end up on target. Rounds that don't end up in their intended target, that go down range without hitting their intended target are dangers to the public, are liability risks. This is why hollow points are used, to go into the target and stay there.
When practicing, it is not an issue of how many of my rounds hit the paper man but rather, how many did not. When shooting, one aims at center of mass, the biggest target there is. Aiming at things like the head and limbs is not only a fool's folly but grossly irresponsible for the risk is increased so much that even a well aimed round can miss that. It can miss that because it is a small target, it can miss that because it can move faster out of the firing window.
Finally, about lethal force. Come after me with a knife or bat and I am without a gun, I am putting that person in the hospital.....and it is up to the Fates whether it is the ER or the morgue. Lethal force doesn't only apply to guns.

Literally no armed force in history has ever taught "shooting someone in the leg" as an acceptable means of stopping a violent threat.

And when a cop tries for a leg shot, misses and hits an innocent bystander with a ricochet you'll be the first one calling for his badge and bringing charges against him.
Again..... anecdotal instances aside, leg shots are Hollywood BS.
