No, that is not what she said. What she said was that presumptive deaths would be counted even if not confirmed by testing. The CDC guidelines state that presumptive cases are those for which, in the best clinical judgement of the person certifying the death, it was due to COVID-19.
"In cases where a definite diagnosis of COVID–19 cannot be made, but it is suspected or likely (e.g., the circumstances are compelling within a reasonable degree of certainty), it is acceptable to report COVID–19 on a death certificate as 'probable' or 'presumed.' In these instances, certifiers should use their best clinical judgement in determining if a COVID–19 infection was likely. However, please note that testing for COVID–19 should be conducted whenever possible."
Probable or presumed diagnoses are commonly used on death certificates. If someone has chest pain radiating to the left arm and drops dead, his death certificate is going to say "probable myocardial infarction", because it would be unusual to do an autopsy, the only way to definitively confirm the diagnosis.

Except death rates continue to decline as its picked off the most vulnerable already and doctor's have a better arsenal of treatments suplements and medicines to give patients. And with more people having caught it, the herd immunity gets ever closer. Thats what will stop it.
