There is no "healthcare tax," so you cannot collect something, even with nice words, that does not exist.
Health care is paid for out of general revenues: sales tax, import duties, income taxes, excise taxes, and so on. Revenue from all of these goes into a big pot, and is allocated accordingly: to road maintenance, to federal and provincial parks, to infrastructure improvements, and many other expenses; including health care.
But "heathcare tax" is not a line item on a pay stub, nor is it anything you'd see on an invoice from the government.

It happened to my mom a few times. After the first visit, the specialists just referred my mom either back to the GP, the hospitals' clinics, or other specials in the same field, with no follow-up visit. Just saying they have a way to do it.
