The MOST IMPORTANT first step of Biden's plan was implementation on Day One of CONSISTENT MESSAGING.
COVID IS OUR #1 PRIORITY BECAUSE THE ECONOMY CANNOT RECOVER UNTIL COVID IS UNDER CONTROL.
WEAR A MASK.

Did Trump ever say any of those things with any consistency? Of course, not.

Trump, ever the believer in feeding lies to the people, denied COVID would become a problem and denied it was a problem when it became a problem.

Trump undercut and mocked governors who attempted to implement mask wearing and other containment measures, he mocked them, he mocked masking wearing in public himself by not wearing a mask - and guess what - HE CAUGHT COVID. Only b/c Trump was infused with REGENERON on Day One was his case very short-lived.

Trump discouraged testing because the increase in cases disclosed by testing reflected badly on his administration. Therefore, no testing, no new cases to report. Jaw-droppingly irresponsible, dangerous - not to mention stupid.

In its last months, the Trump White House admitted it had no plan other than therapeutics and vaccine, and had given up on controlling the spread of Covid. It would go where it would go:

Biden's plan is multi-prong, everyone on the same page, consistent messaging - which for the most part has occurred.

Need I remind all Biden led the Sandy Hook Commission. It is was the biggest task Obama gave him in 8 years. It produced nothing.

You must not live in the USA. The government's response is all around us and in only 34 days so much change has occurred, despite a non-existent cooperative transition period between administrations. The above are just a few examples of what good government, that has the goal of we the people in mind, can accomplish---all people in mind, no matter their political persuasion. IMO the naysayers of this thread continue to see and promote this public health crisis as a partisan issue when it is not. Vaccinations are up, deaths and new infections are down and the question of beating the pandemic is now more when than if. The information about all of it is being communicated to the citizenry in truthful and factual terms based on science from the professionals and experts who are trying to solve this public health crisis and the associated national and economic security issues that accompany pandemics.

What we will see happen as "cases" naturally fall, is the same people dog piling on Trump will hail Biden as the reason for the decline. Such is the shallow thinking of society.
