Do vaccines prevent infections? No they don't. They teach your body to fight that infection when it invades.
If vaccines do not prevent infections, does that mean you can pass the virus on to someone else? Yes it does.
That's why you wear a mask after being vaccinated until about 75% of the population is vaccinated. That's what it takes to reach herd immunity.
Biden wears a mask post vaccination because it's the right thing to do. Vaccinated people can still be carriers.
Our positivity rate is still down below 3 here and that's because you see people wearing masks everywhere.

Well, you CAN catch covid from grocery store items (but the odds are so small sane people have ditched the gloves)..and you CAN catch covid from a FedEx package (but the odds are so small sane people have stopped the scrubbing)...
What are the odds of a person catching covid from a fully vaccinated person?
