That’s very broad. Unless the test is given, the Child has a right to fly. There can not be any infringement of Constitutional Rights based on suspicion.
The Constitution says nothing about a "right to fly". I don`t know if these safety measures were in place at the Valley Forge airports in 1777 or not.
