Quarantine in a designated government facility is not that unusual. We used it in the US whether it was on Quarantine Road (still named that in Norfolk from the quarantine houses in the 1850's) to the huge quarantine hospital built outside of Philadelphia in 1799 to quarantine / isolation hospitals in the US for TB and other diseases. At one point in the 20th century in the US, almost 700,000 people were in TB sanatoriums in the US; many involuntarily.
COVID isn't TB.
There are more hospitals in Alberta than there are COVID patients in ICUs, yet they've locked down the entire province.
We have snowbird Canadian friends here and they were telling us all they have to do to ensure they are not positive to drive back into Canada after their yearly 6 months in their snowbird house here and it's a bit over the top in my view as well.
They were vaccinated here but would have to wait months before eligibility where they live in Canada. They love it here and would move here if they could and are sick of Canada.

At one point in the 20th century in the US, almost 700,000 people were in TB sanatoriums in the US. One reason for this was that until the isolation facilities were in place, hundreds of thousands of Americans died of TB as they continued to work and live at home; the sanatoriums helped make TB a disease that most Americans no longer have to deal with.
Dozens of sanatoria were established in the US, some remain now as hospitals. Memorial Hospital, Swedish Medical and National Jewish Health, all in CO started as TB quarantine sanatoria - my guess is that many hospitals elsewhere in the US started this way, their quarantine history mostly forgotten.
Quarantine healthy people has never happened before.
It’s profiteering. Government should’ve set limits on the price gouging. For what they’re being charged a five course gourmet meal should be included not trash in a plastic container.

Why do they have to wait months back in Canada?
Our friends in Canada got their shots the same time I did here in South Carolina (I'm 61).
