It would surprise me if anyone other than a government had the capability to do this. The only one with the capability and incentive would be Russia. Still there are a lot of negatives to Russia with this as well.

This is scary. I've never honestly been concerned about a nuclear war, but this is messed up.
Victoria Nuland and Biden back in January made claims of how Nord Stream will be stopped if Russia invades Ukraine.
This must not be. This better not be sabotage.
