The first balloon was likely useful for gathering info on Chinese spying technology; this one was about sending a message, of sorts.
I think it's a military test to evaluate the feasibility of a mass balloon attack. Should a hot war break out between US and China over Taiwan, if we hit China mainland they could launch thousands of balloons carrying payloads ranging from bombs to drones to biochemical agents. At the very least, we would have to expend resources locating and eliminating them. Our costs to bring down a balloon are many times their cost to build and launch it. Multiply by a large number and it could make a dent in our missile inventory.

I would think that relatively cheap defensive drones en mass could deal with numerous balloons. And likely before they would reach our borders.
China sends a very sophisticated spy balloon and Biden lets it do its job before taking it out. This balloon was much smaller and didn't go as high but come on man Kim Jong Un was doing the best he could with it...
Supposedly it can gather communications. But they don’t need a balloon for that. I wonder why they would utilize something so obvious and impractical.
Could be a distraction from something else going on. And to learn how our people are divided and squabble, when national defense itself is on the line.
It seems our President finally grew a pair! This is how the first balloon should have ended...
I think Biden showed amazing courage to let the last balloon fly over several military installations and waiting to shoot it down over the ocean where collecting the wreckage would be easier with less water damage.
