I think it's a military test to evaluate the feasibility of a mass balloon attack. Should a hot war break out between US and China over Taiwan, if we hit China mainland they could launch thousands of balloons carrying payloads ranging from bombs to drones to biochemical agents. At the very least, we would have to expend resources locating and eliminating them. Our costs to bring down a balloon are many times their cost to build and launch it. I would think that relatively cheap defensive drones en mass could deal with numerous balloons. And likely before they would reach our borders.

China sends a very sophisticated spy balloon and Biden lets it do its job before taking it out. This balloon was much smaller and didn't go as high but come on man Kim Jong Un was doing the best he could with it...

The point is they're cheap, especially compared to exotic planes or satellites.

The can fly high enough to be hard to bring down and can get clearer pics than a satellite can because they don't have to look through the atmosphere.

They can also carry equipment that records things other than pictures.
