Every dog that has ever been bitten always looks for a weaker dog to bite.

Creating a permenant underclass is a way of keeping lower paid workers from forming unions because they could be fired and involuntairly join the underclass. Providing these "summer jobs" keeps the underclass fed and gives them the false hope that there really is an opportunity for better things. The folks that already have the better things want to keep the competition down.

In that sense, then, maybe the kids that are doing everything right but cant get a job will turn to criminals.

Can you explain how? The way I read it, the jobs created will be additional jobs that wouldn't be there otherwise.

I will bet there will be cases of these kids getting fired because they were caught stealing from the entity they worked for.

Disagree, GregW, except for your last sentence. This is a kind of stimulus program; it's a low-challenge opportunity they wouldnt have had otherwise; they can take it or leave it; if they take it they can make of it what they will.

Sometimes it happens exactly that way. I've seen it. I've seen a 3rd generation gang member who was almost out of chances turn completely around because some adults at the place he got a dishwashing job treated him like he was worth something. He's a lawyer now.

That's only one criterion.

You seem to have left off the part about being in the court system? Pregnant? Ran away? Bad grades?

I can understand helping out the homeless or runaways. But why reward bad grades? Why reward criminals?
