Do you think the power to make monetary policy includes that to delegate the immense day-to-day job of monetary policy to an agency established for that purpose?
The congress delegates nothing to the Federal Reserve. They have no power over this "agency."

No. Many Americans are too backwards in their way of thinking. Everything would become an us v them vote meant to embarrass the President and would not be based on logic or reason, hallmarks of the legislative process.
So you would express doubt that the voters would really know their own mind and are incapable of reasoned decisions? All the voters (at least those who disagree with you) lack logic or reason?
Are these the same voters who elected your president? What does that say about him?
As for "hallmarks of the legislative process", at least recently it has been more who can lie the best and scare the people the most.
