He's got his boot to their throats..he said so. What more do you want or expect ?
The governors of the states will do what is necessary to save their shoreline even though it's the Fed's responsibility. Just like states are starting to take care of illegal immigration even though it's the Fed's responsibility.

Do you see a pattern here ? Maybe none of the states will need to secede after all. Seems the Fed just wants our tax money but don't want to put out when they actually have their jobs to do outside of signing Congressional bills or campaigning for the next big spending spree.
