I know infrastructure funding is extremely tight right now, but this should not take decades to build. 64 is practically an interstate from Raleigh to Williamston. The part of the route that will be along U.S. 17 is much less densely populated and developed, and would not seem to present as much as a construction challenge.
Part of the problems is that Atlanta has huge sprawl. I just hope that the RDU area doesn't end up like this.
We need more public transportation, like the light rail.
Just remember, spending somewhere around $5 billion (today's dollars) 1975-1985 on Marta heavy rail did not prevent that sprawl. Now there's a proposal to spend about the same amount of money to extend Marta into the suburbs created over the last 25 years. That's serious money.

Yeah, but DC's Metro is being extended/has been extended out to Tyson's Corner and Dulles Airport, and the area is already yielding dividends with more dense, transit-oriented mixed use development sprouting up everywhere.

The suburbs were too short-sighted to see how much they would need it today.
Of course, there were other reasons for Gwinnett, Cobb, and Clayton Counties to largely reject MARTA... but we'll not discuss those here.
I always wondered what about 147 wasn't up to standard anyway? Is it the shoulders and breakdown lanes?
The only part that is substandard, I think, is the section from I-85 to where the East End Connector is supposed to tie in to NC-147. I'm not gonna swear to it, but I think the overhead bridge clearances are an issue, along with some of the ramps and the shoulders that you mentioned. That's the story I've always heard, anyway. I've never been on NC-147 execpt for the small stretch between I-85 and 15-501. The rest of NC-147 from the East End Connector to NC-540 is interstate standard.
Well, since that segment would connect to an Interstate at either end, they'd probably call it Future 685. Presumably, that is.
I-685 would be better reserved for the US-1 corridor between I-540 and I-85 in Henderson, IMO. NCDOT is already planning to convert part of US-1 from I-540 northward into a freeway. I wouldn't put it past them to take the US-1 freeway conversion all the way to I-85 eventually.

If they do follow through, that would be wonderful. They may not give it an Interstate designation though, just as 1 from Cary on south doesn't have one even though it's a full freeway almost through Sanford.

The fact that US-1 doesn't have an interstate designation from I-440/I-40 to US-421 in Sanford wasn't for lack of trying on NCDOT's part. NCDOT tried to get it designated as I-140 in 1999, but AASHTO rejected it since they didn't consider Sanford a logical ending point of significant size. The only reason Goldsboro was allowed to have I-795 was because of Seymour Johnson AFB. However, once I-73/I-74 gets finished in Rockingham, NCDOT could request an extension of I-87 following I-40 west to US-1 in Cary, following it through Sanford and ending at I-73/I-74 in Rockingham. It might stand a slightly better chance of getting approved then.
