In 1932 when US 264 was created, its western end was at Zebulon. The extension to Raleigh came in 1997, for political reasons I assume.
By the way, between 1941 and 1952, the highway between Durham and Wake Forest was NC 264. It was renumbered NC 98 in 1952. In the war years NC 264 continued from Wake Forest to Zebulon over what's now NC 96. Clearly there was intent at that time to bring US 264 into Durham, but for whatever reason it never happened.

Probably. My guess is that Greenville and/or Wilson wanted a single designation going all the way to Raleigh. However, now that it's all but certain that US-264 will become an interstate between Zebulon and Greenville, I doubt Greenville cares anymore whether or not the US-264 designation continues to go all the way to Raleigh. If AASHTO approves NCDOT's request in November, now would be a good time to truncate it back to Zebulon.

NCDOT has submitted a request for "Future I-587", following US-264 from US-64/Future I-87 in Zebulon to the US-264/Stantonsburg Road interchange (Exit 73) in Greenville. AASHTO denied the request.
The request and reasons for rejection can be found on pages 47 & 48.
One application was not approved from North Carolina to establish a future Interstate Route 587. The reasons are as follows:
Region 1 Member: The interstate system is intended to connect states and this is not a loop, alternate route, or bypass
Region 2 Member: This does not appear to be a bypass, nor a spur. It does not appear to have the potential to extend across state lines. It is already using Interstate and US Highways so I don't quite understand the need, unless this is legislated by Congress (which we didn't receive) by the rules of the Committee it must be denied.
Region 3 Member: This does not meet the definition for interstate designation. It does not connect to another state and also is not an alternate route, bypass, or business route.
Region 4 Member: Interstate system is intended to connect states, however, this is not a loop, alternate route or bypass.
Unless the Eastern NC Gateway Act passes Congress, US-264 will never become an interstate.
Same here. Those so-called "reasons" are total BS. Did they even look at a map?
FHWA could overrule AASHTO and approve Future I-587. NCDOT had the same exact trouble with I-795 back in 2007. AASHTO denied I-795 during the spring 2007 meeting for the same reasons. FHWA went ahead and approved it on the condition that NCDOT fixed an accident-prone section of US-264 in Wilson. NCDOT agreed and gave AASHTO FHWA's letter at their fall 2007 meeting. AASHTO approved I-795 then.
FHWA backed I-795 due to Goldsboro having a military base. While Greenville doesn't have a military base, it's population and regional significance should be enough to convince FHWA to approve Future I-587.
The state is seeking federal approval of a Memorandum of Understanding that would designate US-264 as a future interstate (Future I-587) between Zebulon and Greenville.
Today is AASHTO's final day of their fall meeting, but based on this article, it appears that AASHTO's Standing Committee on Highways did not overturn the US Route Numbering Committee's initial rejection of Future I-587.

Looks like I was wrong. AASHTO has officially approved designating US-264 between Zebulon and Greenville as Future I-587!
It's official. FHWA has approved Future I-587 for US-264 between Zebulon and Greenville (Exit 73). Future I-587 signs will undoubtedly be popping up within the next few months.
Governor Pat McCrory has announced that the Federal Highway Administration has today approved the state’s application to add U.S. 264 between Zebulon and Greenville to the Interstate Highway System as Future Interstate 587. This marks the final step in the approval process for the designation.
So this means FI-587 and I-795 will be multiplexed for 5 miles, right?
