I don't see the OP complaining. I see the OP asking for advice.

I swear, some of the responses in here are really rough on the OP. Do some of you live in homes next to a model home that you just moved into with 2 kids and a loud dog... and cardboard in the yard?

I don't blame the OP for asking what others would do. A home purchase is a big investment.

Trolls gotta troll. I hope at least that expecting people to keep their trash contained isn't unreasonable for most people. I am actively trying to meet them rather than try to rat them out to someone or measure their grass(well dirt at this stage). With it just being CC&Rs without an HOA it pretty much is just on the honor system. Though if something was really bad other residents can band together and sue.

And yes, due to current neighbors from hell, we just got a bit of cold feet upon seeing the conditions. Asking for advice and whether this may be a sign of worse things to come. Not that some scattered trash and kids riding bikes in the yard is the apocalypse.

The OP has complained several times about the people who bought the house next to what will be hers. We're talking about moving boxes not piles of use kitty litter boxes. Wait until Christmas! They'll be boxes and bags of wrapping paper!! Oh the horror!

I built a house in a development. There was construction debris on every lot that was under construction. No point in complaining about it. Dumpsters out in the road. Noise. It's what happens when building is going on. When they put my roof on, it echoed throughout the entire development. All 197 houses got to hear it!

We had 3 dogs and it took us 3 weeks to get all of the boxes picked up by the trash folks. Took that long for the paperwork to come from them, get it back to them, get the bins, and wait for the next pick up day. No one died from our boxes being outside. We had CC&R's and an HOA.

Did you just casually toss boxes not even broken down to the side of your house?

The subdivision is complete, hence why the model that we bought is for sale. It's a small one of just 13 houses. No construction mess/noise.

They have 2 trash bins, 2 recycle bins, and a yard waste bin yet have trash strewn around them rather than in them. There are garbage bags, a pet carrier, and an assortment of boxes with bubble wrap and such still in them. The wind has scattered some of those contents throughout the community. It's not just trash waiting for pickup, it's essentially crossed over to littering.

If kids thought about everything the way you do, they would be allowed to vote and to enter legal contracts but the fact is that the brain is not fully developed and probably any damage done to the grass would not even register in their minds.

OP you stated that you only go outside to mow the lawn or was the cars, you may never get to know your neighbours.

I love living in an older neighbourhood where the people can be anything from a college dean or doctor to kids renting their first house or those living on welfare. You end up enjoying your house and yard more if you are not worried about everything looking perfect and ready for an open house.

Maybe they figure they aren't bothering anyone because no one lives there yet.

Well thankfully this looks to be much ado about nothing. On latest cruise by, trash bags were put into containers. Boxes were mostly cleaned up, a few still strewn about most likely by the wind. Carry on.

Keep an eye on the place, though. I hope things turn out well for you.

We moved into our new home in May. We were blending two homes together and had a lot of trash. It always picked up on trash day but well, we were unpacking and that creates trash. You realize you saved things you should have thrown away or more boxes come in from purchases of things you didn't realize you needed but no longer had. Our side of the house was filled with trash, broken down boxes, extra trash bags etc. we couldn't keep them in the garage as it was full of our things. It took us a month before our trash pick up consisted of one trash can and one recycling. During that time we got a letter from the HOA that we were in violation since the trash had to be in the garage or backyard. It was our fault, we didn't read the rules completely and took it at face value that the previous owners kept their cans on the side of the house. So we moved them to the backyard. At that time my grandfather was diagnosed with terminal lung cancer, the same one that took my father just 6 months prior. Instead of coming to us and saying hey your trash is supposed to be in the back we had to deal with a letter from the HOA admonishing us and creating more stress at an already stressful time. Talk to them when you get the chance and get to know them before you start thinking they're horrible people. And remember that moving is messy and creates a lot of trash and it may not be immediately perfect. As for the trash going on your side of the property if they're not there full time they may not be aware of the issue. I will also say that I have 4 kids 10,5,2,1 and they're noisy, they're kids and love to play outside but they're respectful and don't curse or act like fools. We go for walks around the community as a family and have gotten to know most of the people that live here and they us. They all love our kids because while they're noisy it's usually because they're laughing or singing not being rude and screaming at the top of their lungs. In your case, we would have been the neighbors that you would have made you consider backing out and that would have sucked because we are actually a pretty awesome family, we even cut our neighbors grass because she works long hours and her husband is stationed in a different state and only home every other weekend. They're about to break ground on the other side of us and I am worried that they're not going to be nice because we do love our community and would hate for another stickler to crop up (the one that called the HOA is hated by basically the entire community).
