Doesn't matter. If he knows it's happened in the past, or trusts those stories that he was told, he'll keep doing it to her and others. Until her or someone likes it or gives in.

OP: the guy is a teenager, give him a break. you don't expect someone his age to be suave and sexy like james bond now, do you? the kid has shown balls, which most guys will never get around to growing when it comes to women. as he grows up, his confidence will likely improve, as will his game.
everyone has to begin somewhere.
besides, even if his game doesn't improve, if he keeps at if eventually some girl will find it charming.
The problem is, he didn't take the hint. And she made it very very clear she wasn't into him. She didn't make any eye contact at all. She kept turning her head away. And gave 1-3 word responses.

I don't know. Some guys who really like someone won't take no for an answer.

Persistence. Whether you liked it or not, that's how a lot of guy get the girl they want. Looks stupid from an onlooker's standpoint, but to the guy, he sees someone he wants, and didn't want to take no for an answer, and he's thinking eventually she will take it as compliments and start to turn on to him. Happens all the time, and it might work for her. Then he gets his ego stroked.
All part of the chase, and the stories he gets to tell later.
