It's an expression. Perhaps somewhat cruel if you take it to its literal meaning, but to me it is synonymous with baggage or "having issues".

I don't care much about a person's past baggage, just the person they have ultimately become. If the person has current "issues" (which may be subjective) then it should be addressed and/or accepted, rather than labeling the person as "damaged goods" IMO.

Damaged goods are often capable of being repaired. You have to decide whether or not it is worth the time and effort to do so and there are no guarantees. I'm okay with accepting the label. I embrace the fact that I'm in need of a little TLC, but deep down, I know that there's a diamond that glistens with the light of 1,000 stars. Just waiting to feel inspired again.

The only people who don't have baggage are babies. Even then some are born with genetic baggage. As we grow up we all have sad and/or bad things happen to us, we are all contaminated by the world in some way, shape or form. Yet all of us have redeeming qualities and almost anyone can be reformed and be whole people again.

There are no damaged goods, there are simply fallible humans.
