Oh my gosh who in their right mind would not ask if they are sleeping around?!!!! One would rather live with HIV their whole life that ask?! Dumb. Uneducated I should say. But if you're in America and most countries that's not even an excuse.

Yes, the incubation period! Which can be a long one! For someone who tells me he's HIV-, that gives me no reassurance whatsoever! But if some idiot wishes for me to get tested, I'll do so! And laugh silently!
That doesn't sound right unless you are confusing testing positive with low viral count(which happens when people take antiretroviral drugs) the incubation period for HIV is usually weeks but health experts recommend to wait 6 months to be sure. Having full blown AIDS (that is being HIV positive with very low defenses, specifically less than 200 CD4 T cell count) can take years and even decades.

Yes it is low but HIV is not the only STD out there. Besides a large percentage of people do not engage in casual sex so promiscuous men have a higher chance of acquiring STDs (because they are usually engaging in sex with women with similar behavior) you know what they say, you are not just sleeping with one woman, you are also sleeping with all her previous partners and the partners' partners.

I think there should be a separate statistic for people who engage in casual sex on a regular basis.

Why would a very pretty female in a wonderful relationship with a man who had a vasectomy long before we met be mad about your foolish and reckless behavior?
