The norm for 99% of women on dating sites when talking to a guy has always consisted of 3 stages
1. Stage 1......exchanges messages online
2. Stage 2.......talking on the phone
3. Stage 3.........Meeting face to face
So that girl wanted to leap frog stage 2 and that's not the norm because when meeting someone face to face you want to be able to text to let them know where you are in the area. Plus it avoids getting stood up which is something most people want to avoid when trying to meet someone.
LOL! So you have personally interviewed 100% of women on dating sites and found that 99% of them talk on the phone before meeting face to face.
Okay, so I take back what I said. I think you DEFINITELY should insist on talking to women on the phone before meeting them so they get your true measure.

That's not the norm. I've probably had 50+ OLD first dates and perhaps 2 I spoke to on the phone before meeting.

Well if a woman has boring conversation or sounds like a man I rather hear it on the phone than waste my time and experience face to face. For example, I recently deleted someone's number because her conversation was just plain awful and didn't need to talk to her any further.

I'm not sure this is all bad, though. If you are stuck at getting a number, you may end up as one of her online text buddy orbiter types. You waste your time, anyway.
I don't like the idea of starving to death, so if push came to shove, meet up over a light bite and she can practice equality if the date stinks and pay for her own meal. Then you can troll around and she who else has dropped in after she ejects. Make that lemonade!
It's your call either way. If she met a bunch of goons previously, that's your call on whether or not to be painted with that same broad brush because of her bad choices. I wouldn't take well to that, but I don't put myself in that position, either.
*Of course, if she's using OLD, my hunch is that she's not going to be all that personable up close. Why? She'd be unavailable already.

Don't have time to read 11 pages read the first few...............I would like a date that said just meet me in person unless she lives 1 hour away.......aren't guys complaining OLD is too time consuming for men...I think she was considerate and you are being a bit difficult.
