Didn't live there but hung out extensively for a year when I lived in El Monte. Believe me, they don't have anything on NYC in the "weird" department.
In fact, here in PA, a lot of the ladies dress provocatively, so much so that I can barely control my impulses to punish them, like this one wench who had a plunging neckline and fishnets...
I think she learned HER lesson that day...
I always thought women are more aggressive when it comes to sex. In my perspective, the only reason why most women want sex, is so they could get pregnant.
Really? All the gazillions of times I went into Manhattan, I generally saw a thousand people wearing black, plus a lot of bag men, and some gangish-looking dudes.
You must have been there in the early punk days, when everyone wore black. Or did you mean the office sheeple?
The bagmen were actually the CEO's - they keep a low profile in the city. And the gangish-dudes were probably the cast of "Stomp"...

As a woman, I think there is a time and place for almost any kind of outfit.
Obviously, if someone is wearing a bra and daisy dukes to the super market in 45 degree weather, we should question this person's sanity.
But if a woman wants to wear a fashionable dress or outfit to a party, night club, beach/outdoor setting(in the warm weather)...so what?? A lot of the in styles of these "going out to a party" type clothes will show some cleavage or some leg. If that makes a guy label the woman as a sex toy or something...then that woman is much better off with out a man like that.
Sure, maybe there are some women at that party who would go home with any stranger and bang, but for all you know the woman in that sexy dress can have more morals, a better career and more self respect than you. And the chick in the the baggie t-shirt could have slept with half the neighborhood.
If someone wants to judge a book by it's cover, then that's their problem. But I don't think any woman should ever feel ashamed to wear that sexy little red dress she loves, just because of what men will think.
