Most of those people either moved here or have been here for a very long time so they either bought a house when it was much cheaper or they are in rent-controlled apartments. A new arrival moving into a rent-controlled apartment will have to pay the current market rate. Many of the new arrivals are techies or bankers or investment types who make several hundreds of thousands of dollars a year or more and even they can barely afford to live in SF.
You pretty much have to get lucky and strike it rich with stock options to be able to afford the extravagant cost of living here these days, and as far as I know, teachers and the construction trade do not get stock options.

I'm from northern NJ and moved to the Bay Area and back to South Jersey. Yes, it's shockingly expensive and makes Bergen County cheap by comparison. Come here, visit, see apartments - including in the suburbs (Pleasanton looks a lot like Ridgewood and Walnut Creek is a close 2nd. Both cities have BARTs to San Francisco.) Life is short so why not try? It didn't work for me but it might work for you.
The SFUSD does have teacher vacancies. If you and your husband can live in the suburbs and make at least $150K together, you should be able to rent a 1 bedroom apt for $2400 / month in the cities I told you about and work as a teacher.

If you work outside of SFs downtown core or along a Bart line, it is pretty annoying to get there from places outside the city. Case in point the Marina. Let's pretend you take Bart or drive. It takes 30 minutes on the bus (on a good day), 15-20 minutes in a car (on a good day) and 20 minutes (uphill) on a bike to get there. If I worked in non central SF, living outside of SF is out of the question. It would take me an hour to get to work in the Marina from Oskkand, and about 80-90 minutes to get to the Outer areas. Walnut Creek or San Ramon would tack on 20-30 more minutes.
