When I lived in an apartment in Tarpon, this was my breakdown:

Electric: Anywhere from $75-$100.00 (summers were obviously a bit higher)

Water : included in rent but prob no more than $30.00 a month

Gas: $40.00-$50.00 (stove and dryer)

Cable was $95.00, included internet and digital cable/dvr

Back when I lived in an apartment, my electric bill (no gas) never exceeded $70 per month even in the summer. It was usually in the $50 range. This has a lot to do with where you set your thermostat (mine's usually at 78) and the size and construction quality of the apartment. It can certainly be much more if it's a larger apartment and is poorly insulated.

The electric bill for my 2000sq. ft. house that was built this year is usually somewhere between $50-90. The gas bill is another $20-30 on top of that. I never had to pay for water when I rented, but my water bill now is usually in the $20 range and that's with me running my sprinkler system.

It Definitely has a lot to due with insulation. I live in a house now (1300 sq ft) and we pay almost $400.00 per month in the summer for electricity because the house is old and poorly insulated (the pool pump doesn't help either) I would ask the leasing agent in the apartment complex you are thinking of renting in. That is what I did and she was right on with the estimate.
