Unfortunately the source says nothing about the survey methodology, not even a basic description of the sample collection. I hesitate to trust a survey report that does not identify its methodology.
However, it's not as though Killgrave gave complex commands. Not many people walking the streets of NYC don't know what "Stop!" means.
I thought Krysten Ritter was perfect for this character. Some people had floated the idea of Rachel McAdams playing the part, who is also excellent, but Ritter's dark features and sarcasm do it for me. She reminds me of a grown and sexy version of Wednesday Addams.
It's New York City, though. There are likely a lot of people that speak little to no English - Spanish, Chinese, Russian, etc are likely a first and primary language in some areas.

You don't necessarily have to be in Sunset Park to run into people who don't speak English. You can run into groups of tourists in Central Park that don't speak English.

Grief, I'm not saying there are zero people who don't speak English, I said there weren't enough who spoke no English to cause him a problem. He didn't often depend on everyone on the street obeying commands--unusually he commanded specific people or specific groups--like hospital staff or a police operations squadroom. Even on a dockyard, most of the workers would know simple English. He never tried to command a group of tourists in Central Park.

One thing I preferred about Marvel over DC as a kid is that they use real-life locations - New York City, primarily. DC has Metropolis, Gotham City, Starling City, Central City, Smallville.
Agreed. Using real cities helps ground a story. And superhero stories need all the grounding they can find!!

With regards to earplugs, it's not just a vocal thing, but an airborne virus/pheromone thing that sets the person up to obey the command. It's likely that just watching the lip movement conveys enough information subconsciously (even in people who don't think they read lips).
Now, the different language bit is harder to explain, except that the chances of people walking around that know absolutely no English is rare enough not to be a significant problem.
