Where do you think the UI worker got this reason to deny you? It was because of your EMPLOYER! They participated no matter what you were told by anyone at NY DOL. If you can't see that, then you can believe what you want.

Something is missing. Chyvan, what are the determination steps? Is it the standard: Interview > Appeals Hearing > BOR ? It seems that there were two "Appeal Hearing" and that confuses me.

There was only one appeal hearing in this story. She had the initial determination, and was denied for a "quit" for failing to return to work. Then she says she won her hearing, and the next step is either BOR or a REopening for having good cause for failure to attend.
