I guess I'm hanging out with the wrong crowd LOL! I've seriously never heard anyone talk like this! I hear "cheers" a lot (instead of "Thank-you") which I find kinda neat.

Manchesters not really "the North" anyway-just MO but most people who live in Yorkshire, Northumberland, Tyneside, Teesside and Wearside areas would say the same I think.

Probably only older generations though - like I said... been here 5 years and never heard a single person say it. If it was as popular as you're trying to make it sound, I surely would have heard it at least once by now! It's a dying phrase, at best.

This is news to me! Every map I've ever seen which splits the country up into areas puts Manchester in the North West. For example: Destination Guide for Map of England - Take a look at our England Map from Enjoy England : Enjoy England - Also, Wikipedia has the same map: http://en.wikipedia.org/wiki/North_West_England
I think you're probably in the minority here. Just because there are locations even farther north than Manchester doesn't mean it's not in the north.

'Cheerio' is the sort of word I can imagine my grandmother in Yorkshire saying, but she was born in 1930. If anybody under 40 said it I'd be shocked. And how's Manchester not culturally/linguistically in the north? IMO the boundary for the north stretches roughly from Liverpool to about Grimsby. 99 if not 100% of people in Manchester would say it's up north.
