Boise may have Austin beat on traffic (although given the growth of Boise traffic is becoming a problem there too!), low property taxes, and access to outdoor recreation...but with respect to culture, entertainment, great dining, great city center, employment, housing costs, etc... Austin beats Boise hands down. Go to SXSW music festival, or the Austin City Limits Music Festival and you'll agree!
But these posts are subjective...I think one thing we can agree on...Austin and Boise are better than Payette! (I'm sure some one will disagree with that one too!)

There's nothing like the atmosphere of Austin, it's almost electric! I love music, especially the kind you get at SXSW every year, so that alone has me hooked. One of my best friends is from there and graduated from Texas State. Don't even get her started on how she feels about Austin.....lol

Subjective is right. Austin is larger than Boise and Salt Lake combined so there is really no comparison. For example,I think considering the attributes you mentioned in your middle paragraph minus the SXSW festival, that Boise has Salt Lake beat, except for light rail, and this is more of an apple to apple comparison...still subjective but more of a fair comparison. I have been in all of the major cities in the West and imo the only cities better than Boise and that have more urban downtowns minus California cities, would be Seattle, Portland and Denver. But of course my opinions are subjective. People enjoy and decide to live in certain cities for vast personal reasons. What I find grand about a city someone else may find mundane.

Austin proper is much much much larger than SLC geography wise. SLC proper is actually pretty small, but when you factor the burbs as part of the metro area, SLC would be larger than Austin. SLC county is over a million, but Travis county is only 900,000. So, I think they are both pretty similar as far as size and amenities go, both are state capitals, both have major universities, but both have very distinct pros and cons.
As for Boise, there's something to be said for a smaller population base and a downtown that is more easily accessible and enjoyable than larger cities. I'd take Boise over any California city, Seattle, Portland, Denver, etc....any day! (but not Payette!)
