I was more thinking climates with colder winters and springs than mine (St. John's and other parts of Canada), but my area can experience lag some years. March can generally be a cold month some years here. Even early April can feature some spells of cold and snow, but not frequently. Last March didn't rise above 56 F IIRC. Average March here is similar to an average January in Nashville, so if it's below that, that generally means pretty chilly weather.
Is March normally colder than November where you live? I do feel like March in general is way more of a "late winter" month rather than a spring month.
Strangely enough, I agree with you. I hate seasonal lag, I like the seasons to follow the sun more closely (ideally early January would be the coldest time of year, while early July the hottest) I especially hate it in the summer, here in FL we get a bad seasonal lag in the summer (a lot of times August/early September is the hottest time of year).
Actually it's only winter seasonal lag that I hate - summer seasonal lag is good the two warmest months by average temperature in my dream climate are August, closely followed by September, but the latter would actually feel even warmer due to increased humidity.

I think March is colder than November is most places in the Northern Hemisphere. Some exceptions I know of are in Russia. Moscow is ever so slightly colder in November than March. Most of India outside the Himalayas and high up hill stations in the western ghats is the same way. Summer is in May, and once "real summer" hits in July there is not enough sunshine to provide heat. Hence temperatures start dropping. The Indian monsoon is very unique with regards to this phenomenon. Its a push forward, not a lag. Very few areas experience a fast forwarded climate.
Large portions of tropical Australia display a similar phenomenon where the highest maximum temperatures occur in November and subsequently drop with the onset of the wet season. In some locales the highest maximums even occur in October.

Yes. November's mean here is 41 F/5 C while March is 37 F/3 C.
