Is March normally colder than November where you live? I do feel like March in general is way more of a "late winter" month rather than a spring month.

Probably 4°C to 9°C if it's going to be relatively sunny and dry, 10°C to 15°C if it's going to be gloomy and raining.

Actually it's only winter seasonal lag that I hate - summer seasonal lag is good  the two warmest months by average temperature in my dream climate are August, closely followed by September, but the latter would actually feel even warmer due to increased humidity.

I think March is colder than November is most places in the Northern Hemisphere. Some exceptions I know of are in Russia. Moscow is ever so slightly colder in November than March. Large portions of tropical Australia display a similar phenomenon where the highest maximum temperatures occur in November and subsequently drop with the onset of the wet season. In some locales the highest maximums even occur in October.

Yes. November's mean here is 41 F/5 C while March is 37 F/3 C.
