For me it's usually around 40 F/4 C if it's not windy.
If it's windy then it has to be more than 50F/10 C.

What about you? Do you wear short-sleeves easily? Are you more cold hardy than other people?

In the Spring, probably start at around 16°C. Maybe the odd 12/13°C day in winter.
I never wear long sleeves in summer, unless it's raining.

Probably about 16C/17C as well for Spring . In winter a 14C day may be enough if I am walking somewhere, in summer I sometimes wear a hoodie if it fails to reach 20C.

4C in short sleeves sounds horrendous! I couldn't do that

Voted for 16°C. In summer i am usually short sleeved, unless there is a cold wind and the temperature well below 16°C

During shoulder seasons i usually switch from short sleeved to long sleeved about Mid/Late October and vise versa about Late April/Early May, last time i have worn short sleeved this year was when we had those sunny mild days in early November.

In winter i'm only short sleeved at home, unless there is a very mild spell with temperatures above 12-13°C like this years February e.g.

But for me its more an adaption, not to look too odd here in terms of clothing, i have been short sleeved on short occasions in single digit celsius temperatures outside and i could take it. I would say my personal limit being short sleeved outside for several hours is somewhere about 10°C (with sunshine and no or only light winds).

It depends, but never wear long sleeves much above 15C. This year I actually took to wearing shorts in February because I was so fed up with my trousers getting soaked whenever I went out, and we hardly had anything seriously cold. Bare legs at 8C and 40mph wind is more bearable than damp cotton.

This afternoon it's 11-12C and fairly sunny, I can easily go out in a T shirt in that. Don't usually wear a coat until it's close to freezing, unless I'm standing on the coast on a windy day.
