Interesting. So, you're saying the evaluative criteria falls totally within a total deviation of 10. In that regard, 70 (Winston Salem) is a great score and an area with 61 almost as bad as it gets?

You, along with the very poll in question, are doing just that. You are assuming that the small amount of people surveyed for this poll (300 to 2168 people at most (reference Gallup)) are a proper representation of the entire population in question, whether that be Huntington(365,419), Charleston(240,000), or even Hagerstown-Martinsburg (269,140; which was also ranked quite low by this poll.)
